It's not really any different in regards to an ethnicity. Nationality/religion is a bit different. Sometimes the lines there are rather blurred and there are various degrees of offense as well as consistency of offense. I'd agree that Dinner's comments are ignorant in this case, but in one thread with no past problems (under my watch). Ben on the other hand was in many threads and had specifically been warned of that when coming back from his last ban.
