Why not end the 'war on drugs', repurpose the money saved from policing to education and social programs, legalize and tax pot? The government would have so much money they wouldn't have to accept bribes from the NRA, the average welfare recipient could receive $40,000US per year, and you could have the government afford to lock up everyone it wants!
