I suspect the same as me- you weren't given the chance. Hence the democratic failure.

Worldwide the monarchy will lose some of it's luster if he ever ascends to the throne.

As for the cost- it would probably be comparable to the 2012 electoral reform referendum which cost an estimated £75 million. If it results in ditching the Sovereign Grant (let alone all the other royal perks) it'll pay for itself in 2 years.
