I actually kinda wonder, is the net effect of laws like this to make the streets less safe? A deserted street is much more dangerous than a bustling one.
I guess paper routes are now totally out of the question.

When I was 8 or 9 I was allowed to walk alone to primary school and back, which was 1 km away
(and that was rather the norm than the exception).
At 10 years when I went to secondary school myself and all others in my class had free bus tickets (paid for by the school if you lived at a certain distance from school) in order to travel from home (in a suburb) to school (in the inner city, 5 kms away) via bus
All things that were seen as pretty normal

2. Randomly kidnapping kids to molest them sounds several orders of magnitude more dangerous than highway prostitution. I would assume that any perv actually dumb enough to do that would not be alive and molesting for very long.
