It's a consequence of Hamas setting up military targets in civilian areas and telling the civilians to ignore IDF warnings. Proportionality would require the IDF to randomly target civilian areas just because and not for any real military purpose.

Take a wild guess how many civilians were killed in Fallujah. And for the same reason: the insurgents were hiding among civilians, dressed as civilians, firing from among civilians, using them as human shields (frequently with cooperation from the civilians themselves).
