 They haven't been in a position where they have had to figure out how to benefit from overseas investment and international trade for very long, and they won't have to figure it out in a vacuum. They have the Western model to follow, but the idea is inherent in their culture and many others to begin with. I'd say it's part of humanity. We are social animals, and customs develop organically to allow us to live better as part of a group. Our groups just get larger and larger over time.(\__/)
