I would say it was all negligence. Somebody in government also (ALSO) dropped the ball here, since most counties and all states have their own environmental departments that should have picked up the EPA's slack.

It is a storage facility, which puts it pretty low on everyone's totem pole, since little activity is expected there, and these things usually happen when product is actively being moved. The cracked retantion wall should have been picked up on and repaired long ago, but they weren't getting looked at and slacked off.

Part of the problem, is that the EPA has been suffering from budget cuts and staff reduction since the '90s unless I'm mistaken.

Is it? After Deepwater Horizon BP was forced to put an American in charge. Also, the Deepwater Horizon rig was owned and operated by Transoceanic, a company formed from American oil drilling companies with headquarters listed first in the Cayman Islands, then Switzerland.
