I don't think of China as a peasant country. I think of it as a kleptocratic ****hole full of cancer villages where you have to bribe an official to get just about anything done and a significant percentage of "GDP growth" comes from largely unnecessary government-funded projects moving piles of money around to get some bozo a promotion (and graft opportunities). Also, it's basically unheard of for even the crappiest of their schools to fail inspection. This is not to say they aren't a rising power, but the sheer amount of endemic rot you hear about makes it harder to be really terrified of them.
