The real irony will be if the child is disabled and commits a crime that carries the death penalty in Texas wherein said disability does not absolve guilt.

How is this offensive?
Like, they're saving the life of the child. The only reason I can think of that you would be opposed to this being an overriding prerogative is that you would like to think that a fetus has the same value as a pet rock, so that you can think of women who get abortions as totally guiltless and destroying nothing of worth, and this challenges that notion.
But in this case they clearly are saving something of worth at low cost to anyone.

It's with the way the tax is structured. It's actually a double tax. It encourages people to spend their money in ways that are really bizarre and wasteful, instead of just leaving it in the bank.
