The brakes were applied. What the theory is is that not ENOUGH brakes were applied. There is nothing to indicate more people operating the train at the time would guarantee enough brakes were applied. The correct number of brakes to apply was never specified in the rules (before or after Harper took power).

It still crashed. It's a freak accident attended by lax rules. Where all those rules originated has yet to be explained. When did it become acceptable to park a train with hazardous cargo on a mainline?
