      Kansas had a bill a couple years back to solve the state debt by taking one dollar out of the Governor's salary each month and putting it in Powerball.

      There are a lot of really dumb state bills out there.

          It's not just contradicting the constitution, it's explicitly saying that they are not bound by the constitution. That sounds like secessionist talk to me...
