If that's from previous behaviours he exhibited, then the problem isn't the mental health system per se, it's that there is no trust in the system so families won't interact with it. If people won't report the dangerous behaviours then there is a huge cultural problem that needs to be overcome. She's aiming high in order in the hope that she'll hit anywhere. There's just no percentage for the Republicans to vote for gun control. It is literally the biggest wedge issue out there, with the added benefit that gun owners are way more likely to vote on it than non-gun owners.
