Laugh all you want but their problem was the same as the British auto industry's in the 1970's. Ridged management, ridged working class, both of which were set in their ways, were unimaginative, unresponsive to changing market conditions, and Detroit really was a one horse town so when that horse went lame they were stuck with nothing but memories.
Their inability to reinvent themselves was identical to the rest of the rust belt including the bright red parts of the rust belt.Try http://wordforge.net/index.php for discussion and debate.

Guys, I specifically stated "****tiest MINOR Rust Belt city." Detroit is too big.
Remember, we're comparing to Troy, Schenectady, Rochester and the like. Flint and Gary are both excellent candidates.
