There have only been a few so far and mostly off brand stations who normally don't sign long term contracts and instead try to live off of excess supply from each refinery. When there is no such excess supply then those independent shops get screwed as the brands will deliver to their own stations before they sell anything to the independents.

Basically, poor planning on the part of the independent station owner by failing to sign a long term contract.

seems to indicate that it is a choice to not resupply in some cases. It makes sense to not buy high when you may be forced to sell low in very short order. It may be a smart business decision to shut down temporarily.
