In an effort to encourage imports from other states yesterday the state legislature ordered a switched to "winter blend gasoline" which normally doesn't happen until Nov. There have only been a few so far and mostly off brand stations who normally don't sign long term contracts and instead try to live off of excess supply from each refinery. Actually it does as it reduces the evaporation loses from the gasoline which then become smog also the oxygenating agent helps to make sure more complete combustion occurs so we get fewer unburned hydrocarbons at the end (which again means less smog).
