The State of Virginia has a clay pigeon/skeet range not 5 miles form my house for public recreation. I find it unlikely that Texas wouldn't have similar facilities, either public or privately owned.
EDIT: I'd add that more people own bigger parcels of land in the US then in, say, the UK. I have several coworkers who live out in the sticks and have sufficient acreage that they can just fire their guns on a makeshift range.Today, you are the waves of the Pacific, pushing ever eastward. In the era of (or leading up to) the formation of this country, militias were often (mostly?) using their own personal firearms. That situation is more telling about the context the 2nd Amendment than our modern National Guard arrangement is.
