Thomas is, apparently, the only Justice in like I dunno how many years who says the Commerce Clause is just about direct buying and selling and nothing else, not even activities that have a substantial indirect effect on commerce count... so he has to cite himself. No one else on the bench has made the argument since the 1920s or something.

It was a law years ago. What this means is the supreme court doesn't find it to be unconstitutional and the law is here to stay.

It measn the PPACA, commonly known as "Obamacare" is law. In 2014, most of the provisions (though a lot have already been enacted), including the individual mandate will come into effect.
