I'm not sure if that would be true or not. There are many similarities involved between processing cattle and processing the waste by-products. Also, you're tacking on more jobs involved in raising more cattle and raising demand for feed. My personal take is label it as chemically treated bovine biproduct, list the percentage of it in ground beef, and then let the market work.
