    They can't make the fee mandatory. The fire department is run by the city government; these people live in the surrounding county, and they're the ones who voted to make it non-mandatory.

      That would be illegal, the county residents live outside the jurisdiction of the city--hence the optional fee.

              Most people don't base their morals on the probability of positive externalities.

              For a purportedly Christian nation, I've never seen a country filled with people so openly callous to their fellow man.

                For the record, if I passed an old lady getting mugged, I would help her. I would not shrug and say "well, I guess you feel stupid now for not employing a bodyguard".

                Similarly I expect police officers to do their job even if a citizen isn't a taxpayer in that county. I expect hospitals to save the life of dying people on their doorstep. I expect firefighters to put out a ****ing fire they're standing on top of.

                What I'm saying should resonate with any reasonably well-adjusted individual with an ounce of empathy.

                  I would put out the fire if I was the fireman.

                  But the citizens of the county are being immoral because they don't pay for the fire department and yet seem to expect the fire department to do something when they need them. In effect they are stealing.

                  Another possibility besides not saving the home is to try to guilt them somehow. Or to, when they bill people in the county X, have the statement say 'you are being billed X for this county to have fire protection, if your neighbors agreed to pay their fare share, then you would only need to pay Y < X'.

                    I don't even know why we are discussing this. People are essentially paying the fire fee as a form of insurance. If the fire department responds, all they need to do is offer their service for whatever rate is computed and have the owner accept or decline.

                    To withhold the service completely is asinine and immoral. Yeah, the guy would feel like a douche for not paying the $25 fee or whatever it is and instead pays $25,000 for a one-time call, but that's his prerogative.

                        The people in that county are *******s who don't pay to have their fires put out and then complain when their houses burn down. Maybe they should show some compassion for their fellow man and stop trying to free-load off of the people in the city.

                          I must've missed the spot where the fire department offered to put out the fire if the homeowner compensated them.
