This might depend on the priorities of his jurisdiction. Maybe the city views marijuana as less important than actual crimes, and it discourages police from wasting limited resources.

Pretty much none. 1. It was out of my jurisdiction.
2. I was off duty.
3. It's well known that most Police have family members that smoke marijuana. I am allowed to go to my family events and concerts. I am expected to not police when off duty unless there is a serious crime like an armed robbery then I am expected to act if armed.
4. On the same token, If I am at the family reunion and people start too smoke marijuana I am expected too not be in the area where that activity is happening.
5. I am not expected too turn in my family members or friends for smoking marijuana.
6. If I pull over or come into contact with a person I have some sort of relationship with I am expected to call in another Officer so that there will be no bias, favoritism or appearance their of.
7. I am expected to not frequent places were known criminal activities occur. I am also expected not to have dealings with known criminals and felons.
8. Smoking marijuana is a misdemeanor like speeding. You can go to jail for speeding and get a ticket for possession or vice versa depending on the amount or speed.
