            Yes and no. There are twenty factors, each marked zero, one or two. The max score is therefore 40, with 30 being the lower limit before he and his consider you a psycho. Now, if you look at the factors, several of them are variants on poor impulse control: need for stimulation, poor behavior control, impulsivity. In order to get a "passing" grade and not be impulsive, you'd need to have the max rating for almost everything else. If you add in "irresponsibility" and "lack of realistic long-term goals," which would also hinder function for anything but an itinerant-shyster lifestyle, there's only one possible score, namely maxed out in everything else. Including "parasitic lifestyle," "juvenile delinquency," etc. Really this doesn't seem like a good description of people like Hitler or Stalin, who were more than simply glib charmers out to make a buck at the world's expense.
