The law specifically pertains to incitement of violence. It is a very reasonable restriction.

Have you ever photocopied a page from a book. Yep, just stood there, in broad daylight right in the middle of the school library, and just photocopied out of a textbook. Yep, you're allowed to copy so much for eductaional purposes but are you certain you never went over the legal limit? Are you sure your photocopying activities never reduced a company's profits?
