If a teacher's students consistently perform better/worse than another teacher's then that's significant (and I don't mean grades, because it's easy for a teacher to give straight A's, and one of my best high school math teachers flunked over half the class; I mean how the students perform in subsequent years). For example, when I was in college I worked in a program to tutor pre-college students (3rd through 12th grade) - some tutors' "charges" consistently improved, some didn't; some tutors had complaints lodged against them for being *******s, some didn't. Sure, you can't quantify a teacher's performance based on a few students (some just don't give a damn), but over the course of a few years it should become more apparent whether a teacher deserves tenure or a raise or whatever.

I have yet to find a comprehensive and convincing method of evaluating teachers. It's a typical case of denial. You know something's wrong when government is more interested in blaming its employees, than to give them the means to succeed. There are so many problems to education right now, incompetent teachers is low amongst the list.
Here's the real problem of education: rubberstamping of individuals for entry into the job market. This in turn means you can't fail your students. At some point, your classes are so worthless that you lose any sense of motivation. Trust me, the problem comes from above.
Fact: my colleague gave a list of questions with ANSWERS before the exam. Some idiots managed to get below 60% anyway. Guess what? Can't fail them.
