First of all, we're hardly the only ones doing stealth ships. Our vassals do it too: http://en.wikipedia.org/wiki/Hamina_class_missile_boat
Most ships these days have no armor to speak of anyway. They're tin cans. Although some are harder to hit than others.

Yes and no. We have caught a number of pirates, but released them again. The alternative would have been to prosecute and convict them here and after they had served their sentences to release them here too since there were no places to extradite them to.
