That's why he didn't destroy them all in the episode "I,Borg" when he had the chance; and that's why he tries to kill as many innocents as possible while maintaining his cover as Captain.  You all are a bunch of morons. The Federation is the best thing to ever happen to the galaxy, because its goal is to usher in a post-scarcity civilization. And we know from several episodes that in the future, the Federation still exists and is more powerful than ever. And we also know that in the future, time travel is extremely common. The obvious conclusion is that the Prime Directive (and Temporal Directive, of course) is an invention of the future Federation meant to ensure that the Federation still exists and is still a beacon of civilization. When self-righteous captains violate the Prime Directive because of their own pathetic and inconsistent set of morals, they are endangering the future of all free life in the galaxy and probably forcing the future Federation to manipulate history.
