That's a good point about the Arabs and ESL, but it doesn't come close to explaining this sort of disaster. Blacks are hell bent on self-destruction. When there's a social rejection of literacy because it's "white" then you're going to have a lot of ignorant jigs ruining your city.

You can't say that the poor people in detroit are poor because they've been neglected or because the government hasn't given them the opportunity to succeed. On the contrary, they've been given more than everyone in America except probably Native Americans and Detroit is still a ****hole. Could it be--perhaps--that government assistance doesn't actually help?

There's a culture of reliance and dependence in Detroit, along with a strong anti-intellectual, anti-educational counterculture among the youth and no amount of government subsidy is going to fix that. In fact, I think it makes it worse.
