There definitely is a black counterculture where education is "white" and uncool, and graduation is considered a bad thing. It's not true everywhere but it is a large factor in multigenerational poverty.

I was a math and reading tutor in high school and college, and by and large there was a major difference in attitude between the black students and the white/latino/asian students. The white/latino/asian students I was tutoring were usually kind of dim or had a minor learning disability or had trouble concentrating or whatever, and this was also the case for about half of the black students; however, a bare handful of non-black students and nearly half of the black students just didn't give a ****.

That's a good point about the Arabs and ESL, but it doesn't come close to explaining this sort of disaster. Blacks are hell bent on self-destruction. When there's a social rejection of literacy because it's "white" then you're going to have a lot of ignorant jigs ruining your city.

( seriously ) what do you think is the cause? my wife tells me that over 75 percent of her class has a learning disability. I'm just wondering if there is a trend here.
Yup, if they got stuck on a word I'd help them sound it out and give them the definition, things like that. I was mostly a math tutor though, simply because they tended to assign English majors as reading tutors.
