Well, in the last chapter of the latest book Jon sent some black watch guys on ships to Hardhome from East Watch by the Sea using the Night's Watch ships and the three ships borrowed from the Iron Bank of Bravos. He gets a crow back saying the wildlings won't get on the ships because they think they are slaves and that there are "dead things in the water". The red witch keeps telling him his fleet is lost and then Jon gets stabbed later that night after the whole talk of leading a wildling army to attack the Dreadfort and save fake Arya.

Figured the ice zombies would freeze the water they walked into, trapping themselves beneath the sea and getting precisely nowhere.
I could see a cool visual for defeating them with a bucket brigade. Splash them with water and freeze them in place.

That is a good question. Truthfully, how the white walkers worm has never been explained. From the last episode of the TV show we see one of the others some how reanimated the dead as white walkers but in the books it is never explained beyond that it is something the others do.
