There is way, way too much interprovincial trade for anything like this to ever happen.

I think the feeling is that Quebec should not need to be in a permanent state of needing equilization. Also, I think there is a perception that the finances of Confederation get tilted a bit in favour of Quebec in order to bribe voters there to vote no whenever the subject may come up.
