But the question remains if it is being recirculated or not. I would think it would have to. To much heat remains to simply allow sensible heat rise.

How much activity will remain after damping with boric acid? Obviously the exact answer depends on reactor geometry, but I would imagine that it would cut it significantly...
Can you explain what you mean by this? You fear recirculation or you fear heat rise? Obviously recirculating the stuff in direct contact with the core is ideal, but if it's not possible then why do you believe that external cooling will be insufficient with a damped core?

It also depends on how bad it was damaged by partial meltdown. This could severely restrict waterflow.
Tough to say the control rods were fully inserted upon scram signal that essentially kills the fission. But once the fuel melts the geometry is all hosed up hence the need for strong coolant moderation.
