pu-242 has been claimed to have some kind of radiobiological effect (I actually doubt that it's noticeable, despite this). OTHER ISOTOPES OF PLUTONIUM ARE MORE RADIOTOXIC THAN CHEMICALLY TOXIC.

As the State Department flew its first group of evacuees out of Japan yesterday, the top U.S. military commander in the Pacific said the United States would be prepared to evacuate as many as 87,300 U.S. citizens.
Adm. Robert Willard, head of the Hawaii-based U.S. Pacific Command, said the U.S. is operating four commercial aircraft out of Narita Airport near Tokyo for citizens who want to leave the country.
The 87,300 people include U.S. military personnel and families in Japan, including the large naval base at Yokosuka, Willard said in a news teleconference from Camp H.M. Smith to the Pentagon.

Interesting I would have thought Pu less chemically toxic than Hg. Regardless the ingestion route is mitigated by its poor water solubility. Thus it is most likely passed through the GI tract without significant absorption. inhalation poses the most likely route of exposure and that potential is offset by it's high Mw and tendency to settle out in short order.

The seawater does not slow the reaction. The boron absorbs neutrons and slows the reaction. Normally, light water reactors use their water moderators to actually increase the reaction (by thermalizing neutrons so they become more easily absorbed).
Yep the magic of the BWR technology is the reactivity add/subtraction of the partial steam void. Add a bunch of feed water flow to the core thus shifting the boil interface up the length of the rods and you have a positive reactivity add the fissions increase and thus the core responds with more heat reestablishing the boil interface at about the same location.

The highly radioactive (and therefore short half-life) isotopes are very deadly. The weakly radioactive (and therefore long half-life) isotopes are somewhat toxic, but not because of radiation - they are toxic in the same way that arsenic or mercury or lead is, just because it is chemically bad for you.
