She's an expert when dealing with facts as she sees them or is presented to her, like anyone else. Her opinion seems to be based on the assurance that all middle men are giving all of the relevant and truthful facts and not withholding anything. No the concentrations upon dispersion will be infinitessimally small on the order of what is already a natural concentration found within the air. Realize man has had so many above ground nuclear tests for weapons development this doesn't even rise to the level of notice compared to those activities where the fissile material truly was air borne dispersed.
