The hard truth, which you are desperately trying to avoid, is no one is fleeing California and instead what is happening is that poorer people can't afford $800k for a suburban home so they're most often reluctantly going to less desirable, lower in demand, states where they can actually afford to buy property. The reason why housing costs so much in most of coastal California is extremely simple. There is not enough land compared to the vast numbers of people who want to live here so the people who aren't successful enough to be able to pay top dollar are forced to settle on their second or third choice of places to live. Places like Texas.
In southern California, the most populous and in demand part of the state since... Oh, the 1940's... We're literally running out of flat places on the coastal plain where it is possible to build subdivisions. Here in San Diego the 4S Ranch development and the area due north of it, which is the new place to move for the upwardly mobile, is literally the last open flat space in the county on the coastal plain. The rest is either military bases, public land, or land owned by the government. There is lots of empty space on the other side of the mountains in the desert but most people don't want to live there while the mountains are steep with high slopes making them unsuitable for building new subdivisions. The basic problem is not enough land to fill demand so prices go up and those who aren't well enough off get pushed out. That isn't fleeing because the vast majority of those people would gladly stay if they could but a high school grad working as a truck driver or waiter just doesn't make enough money to live in a premier place like this. It's like wanting to live in Manhattan on only a menial job; it just doesn't happen.
