The reason it's so egregious is the laughably low caps. The lowest of the main US carriers is 250GB. The lowest level Canadian ISPs come with caps as low as 2GB per month.
It's even more ridiculous in that the large ISPs are VERY heavily invested in television. They almost all own a major TV network, in addition to collecting massive amounts of money from their overpriced cable and wireless businesses. These caps came a week or so after Netflix announced its entry into Canada. IPTV is taking off in most places of the world, but the Canadian telecom industry is trying to kill it by setting unreasonably low caps, forcing people to continue to subscribe to cable and watch their TV networks.
Additionally, these companies are some of the most profitable telecoms in the world. They gouge us on cell phones, cables, and internet -- far higher prices than virtually everyone else in the Western world has to pay. It doesn't help that they are ridiculously fiscally irresponsible while still raking in the dough. The former Chairman of Shaw was a redneck who openly insulted reporters during conference calls, was by all accounts was an alcoholic, and the only reason he had the position in the first place was his daddy founded the company. After an incredibly embarrassing incident where he insulted reporters during an investor's call, he was asked to step down by the board. The board then INCREASED his pension. He's "retiring" at 53 years old and is entitled to over six million dollars PER MONTH for the rest of his life, straight out of Shaw's coffers.
So you'll forgive us for gagging when Shaw & Co whine about how expensive it is to give Canadians internet capacity the rest of the world already has, and while they continue to post record profits.
