One person says something to encourage others to act out violently against others either through direct orders or by labeling the other group a threat.

I didn't twist anything. The author clearly has an axe to grind regarding immigration - for example, he uses the term "anti-immigrant" to refer to people and groups that oppose illegal immigration.

Then we are in agreement, except for the last part. Ideologues on both the left and the right are guilty of inflammatory language. There are plenty of examples from both sides.
