Al B. Sure!: Not sure if I understand your sentence correctly. Thing is - he couldn't be sure what the right decision would be at the point he had to decide. After stuff happened, it's easy to be right, but when he was facing the choice he could only decide the way he thought was best. That it turned out the way it did is tragic, but is that enough to change the whole conduct in wars like Afghanistan? My answer would be no for the reasons stated above.

We are, if anything, typically too rigid in our morals. Our innate desire for order (speaking in extreme generalities) gives us a strong desire for fair play. We're also not "unemotional." Now, you may tack my brain structure onto your growing list of topics you don't know enough about to discuss intelligently and therefore should probably avoid.
