High rates of circumcision seem more correlated with high rates of adherence to an Abrahamic religion (Islam, Judaism, Protestantism). The more godless you are (atheist, Catholic, Hindu/Buddhist/Confucian) you are, the less likely you are to mark yourself as one of God's chosen.

Canada's official rate is 30%, USA is 75%. If you discount old people, Canada's circumcision rate is well under 10% for people ~30 and under.
