Asher, the problem with Steam is the Deluxe editions extra content, and why it exists in the first place. Fear that 2K continue with DLC and ****s up the community and modding is pretty well founded tbh.You just wasted six ... no, seven ... seconds of your life reading this sentence.

All I want Civ to have is a really good Earth map with appropriate starting locations
and some natural mechanism on the Earth map to check unrealistic expansion while not hindering crowded continents too much (ie- the Zulu having a huge African empire while the Europeans having two cities each); maybe the city state feature will be something along these lines.
