Yeah agree with what you're saying, but what a worthless piece of document you have as evidence from a historical perspective.
Of course US wanted to appear as a non-Christian nation when dealing with Muslim authorities which had very bad relations with Christian nations of Europe over religion. What did North African pirates know about the United States in the 18th Century? Everything what the US emissaries told them about themselves and wrote in their diplomatic treaties.
