Guess why? 'cause we had our own investigation.
But, back then in 2008, we didn't have the results of this investigation and based our civilian casualties estimates on the info we had. How could we know these reports are exaggerated or not? And to what extend they are exaggereted? It was war, God damn it.
Still, an attack against civilians is still an attack against civilians. NO MATTER HUNDREDS OR THOUSANDS HAVE BEEN KILLED AS A RESULT. And we had no doubt that such attack have been commited by the order of Sukashvili.
Falsely claiming that others were committing genocide to justify an invasion is just about as fkd up as it gets.
Our soldiers, our peacekeepers WERE DYING THERE. They have been under constant attacks from regular Georgian army. And our peacekeepers did not have any heavy weaponry, while the opposing side attacked them with tanks, arty, GRADs and aviation (aside the fact our peacekeepers were heavily outnumbered). Had we didn't do a thing to save our boys they whould have slaughtered them all. Hundreds of Russian soldiers.
Would the US of A abondoned a hundreds of US peacekeepers in such situation?
ANSWER THIS QUESTION!!!

Nope. My own source didn't say a word about SO paramilitaries somehow encouraged this attack on Tskhinval.
My own source says exactly the opposite:
In more than 1,000 pages of analysis, documentation and witness statements, the most exhaustive inquiry into the five-day conflict dismissed Georgian claims that the artillery attack was in response to a Russian invasion
The Georgian offensive against Tskhinvali was not justified under international law.
The western-backed Georgian leader, Saakashvili, was found to have started the war with the attack on Tskhinvali, the South Ossetian capital, on the night of 7 August last year.
Flatly dismissing Saakashvili's version, the report said: "There was no ongoing armed attack by Russia before the start of the Georgian operation ... Georgian claims of a large-scale presence of Russian armed forces in South Ossetia prior to the Georgian offensive could not be substantiated ... It could also not be verified that Russia was on the verge of such a major attack.
