To put it simply, they prefer to pay for a more expensive and inefficient system because they wish not to spread the total burden over the total population.
Actually, I'm arguing for less expense and more efficiency. Why should a 24-year old (or their employer) have to sacrifice wages to pay for generous healthcare insurance that is unlikely to be needed by the vast majority of young adults? The 24-year old would spend less on healthcare and achieve higher utility for herself if she received higher wages, payed any healthcare costs out of pocket and spent the remaining money on whatever she sees fit.
