That number is for native languages. It has nothing to do with either ethnic origin or language at home. 2nd gen. immigrants move towards having a mother tongue of either English or French. If most immigrants have been choosing English then their kids are boosting the English numbers.
The fact is that for each of the last 30 years, almost 1% of the English pop. of Quebec NET has left for other provinces.

What KH is lying about, that 8% is the number of people who declare themselves of British descent. It doesn't take into account immigrants who declare themselves of other origin while declaring English as their main language.

Quebec is the root of all evil. My company's laid off over a hundred people over the last six months from the Toronto office and is hiring replacements in Montreal.
They fired our outsourced helpdesk company (Telus) and hired CGI (HQ in Montreal, the people we deal with are in some small**** town in Quebec). There's no longer a guarantee that the help desk ***** will even SPEAK ENGLISH. Even if you call from the Vancouver, Calgary, or Toronto offices. It is ABSURD. They'll "try" to have bilingual people on the help desk line but they can't make promises.
All corporate emails are now sent in French and an English translation follows it, even though most of the company (as of when I started) spoke English. Though they fired the English execs and are replacing them all with buddy-buddy French guys, two of which are named SERGE.
They force employees in Toronto to use FRENCH keyboards as well and the default computer language is French,and we need to go out of our way to make it English.
Why are they doing this? The Quebec government offers lots of "subsidies" to do it. I wonder where they get all the money to do that?

There is data on declared ethnic origin, and the number for "English Canadian" is 8%.
That is very close to the number of people who declare English as their native language, because there are few immigrants in Quebec of English origin.
Second of all, not everybody who claims partial British ancestry in QC is a native English speaker. My mother and her brothers are a quarter Scottish, but their native language is French. The reason the two numbers are similar is that the number of people with partial British ancestry who are native French speakers is just about balanced by the "immigrants" (I find this term hilarious, given that in your mind it apparently encompasses Jews, Italians, Greeks etc. whose families have been in Montreal for a hundred years) who are native English speakers.
