That's the wrong way to divide the island for your purposes. You need to restrict Manhattan to everything east of Sixth Avenue and/or south of Canal Street. Opening up everything north of 110th will help you on the immigration issue, as well.

London isn't surrounded by a potentially hostile former country that might not want the profits from its financial transactions flowing into the hands of traitors. I imagine a free NYC would have to make real nice with the US or suffer the consequences.
