The 21 age limit is a public safety issue (personally, I'd let the states decide without any federal penalties and want it at 18, regardless).“I give you a new commandment, that you love one another. I'm not sure if I am more surprised by the fact the fed decides this or the fact 21 was the age chosen. I have no doubt this law is broken by a majority of americans.
I'd go with 18 as well (with a "0 tolerance" for new drivers).
