              Leaving the language barriers aside, why is it bad to hire mechanics under this visa, but OK to hire, say, architects or computer programmers?
              I came upon a barroom full of bad Salon pictures in which men with hats on the backs of their heads were wolfing food from a counter. It was the institution of the "free lunch" I had struck. You paid for a drink and got as much as you wanted to eat. For something less than a rupee a day a man can feed himself sumptuously in San Francisco, even though he be a bankrupt.                     From what I can tell, San Antonio Aerospace is not even an American company. It's owned by ST Engineering, based out of Singapore...

                    ST Engineering has a headcount of just over 6000, so I don't know where they get their numbers from either.

                              If the reporting is to be believed, the problem is with more than the manuals:

                              Some SAA repairmen say the Mexican workers lack the ability to even understand the content of company meetings, much less read manuals. Nonetheless, they say, SAA sent a manager to Mexico to actively recruit repairmen.
