    If you increase the wages, you have to increase the wages for everyone including locals, whereas if you can keep the wages lower for everyone, then less locals are going to do the job but more immigrants are available for the job because they don't have to pay as much, so the government can get more money even though the immigrant tax decreases.

      Currently the city of phoenix charges its residential consumers, at most (outside city limits, during peak months) 4.74$ per unit (748 gallons)

      Toilets take ~1 gallon per flush

      So currently Phoenix charges its residents at MOST 0.6 cents per flush. Say I want to increase that dramatically, to 3 cents per flush. Now all the illegals will refuse to crap in their own toilets because of the cost? They'll be ****ting in the streets?

          Water prices are going to go up as more and more of the aquifers are depleted aren't they? Enough to encourage migration?

            If you're worried about water consumption, cutting farm subsidies would probably be significantly more effective than restricting immigration.

              Right now we are arguing about massive new increases to immigration. I do fully expect farmers to be told to stop using water at some point though.

                It doesn't matter how "massive" the increase in immigration is. The scale of personal water consumption is completely dwarfed by agricultural use.

                    Counter-productive to what? If you're worried about poor Americans not getting enough decent food, food stamps are a much more effective mechanism. As an additional benefit, you also don't **** over the world's poor.

                    Look, if you actually care about water supply, immigration is pretty damn far down the list of the issues involved.

                            If a city doesn't have the infrastructure or wealth to support growth I doubt people would be flocking there in the first place.

                              Sorry, misread your original post. Not all of the subsidies work that way. I'll look for estimates on changes to production.
