They are just being lazy, it has a mount for the armor plate like the fifties have, and if you look closely at the deck there are mounting wholes for the armored skirt you see in front of the 25mm for the 40mm grenade launcher mount too.

The USS Bainbridge (DDG-96) is the fifth ship to carry that name, and the 46th of 62 planned Arleigh Burke-class destroyers in the United States Navy.
History
She was launched on 13 November 2003 at Bath Iron Works, Bath, Maine, sponsored by Susan Bainbridge Hay, Commodore William Bainbridge's great-great-great-granddaughter. She was commissioned on 12 November 2005, with Commander John M. Dorey commanding.
Bainbridge is more than twice as long and displaces 20 times as much tonnage as her namesake a century earlier. She is homeported in Norfolk, Virginia.
The ship currently features the Remote Mine-hunting System (RMS),[1] which includes the Remote Mine-hunting Vehicle (RMV), an unmanned craft that detects, classifies, and localizes underwater mines.
The ship is currently under the command of CDR Francis X. Castellano, with LCDR David E. Fowler serving as the Executive Officer and Steve R. Rafter serving as Command Master Chief.
Deployment
Bainbridge assumed flag ship for Standing NATO Maritime Group 1 (SNMG-1) from USS Normandy (SNMG-1 April 2007 - August 2007) and remained flag ship from August 2007 until February 2008. While on deployment under SNMG-1, they visited various ports across the Mediterranean such as Valetta, Malta, A Coruña, Spain, Istanbul, Turkey, Crete, Athens, Greece, and Port Victoria, Seychelles.[citation needed]
On April 8, 2009, Bainbridge was dispatched in response to a hostage situation in which Somali pirates had seized control of an American-flagged cargo vessel, the Maersk Alabama.[2]

I'm not sure, I never fired it and am sure as hell not qualified on it. I have never seen them change a barrel though.

No, thats a 40mm grenade launcher. The picture above it is a 25mm cannon.

This system doesn't work, and has been removed from most of the vessels that carried it. The RMV very often just doesn't come back, and given its cost that is not good.
I consider the system a perfect example of runaway military goldplating. What buisness does a 1.2 billion dollar DDG have sweeping mines?!?
