    Well, in a Civ view, some european countries has expanded their cultural borders more than others
    With or without religion, you would have good people doing good things and evil people doing evil things. But for good people to do evil things, that takes religion.

      Except every country of the EU who already have established sea zones. Which would be, ooh - almost all of them.

      Sure, but in this instance, the EU would act something akin to our FED in that it would pay the one time fee as a sort of arbitration. Pass the hat around, everybody chips in, nobody feels the pinch, everybody goes home happy.
