He hadn't done much at that time, mainly because so many of the cases that he's completed since spring of '05 were in the investigation and Grand Jury phase back then. Since, he has come through with a number of high profile convictions and indictments in public corruption cases.

It's also possible that the conversation occured without Jackson's knowledge, or that Blago is once again deluding himself as to reality, maybe having convinced himself a promise was made when it actually wasn't.
This certainly prevents Jackson from becoming Senator, though.

Admittedly, he presumably is smart enough not to be caught TALKING ON THE PHONE about illegal stuff. But I don't doubt that he happily would have done what was needed to become congressman, either. I also don't think this prevents him from still getting it - his dad is still pretty darn powerful, and he actually was a reasonable candidate before all of this came up.
