Stricter gun regulation
Better (ie funded) surveillance of convicted violent felons
Better post-incarceration rehabilitation programs

Maybe, but probably not - You think putting cameras in every room of their house is going to happen? Big Brother going to go through the house with a fine tooth comb everyday? And drug convictions automatically = violent? For all we know this is the guy's first violent act (and Lord was it a doozy).

Maybe the best chance of success.

No, I read the whole damn thing, and think Perfection is in a different, less knowledgeable category, and I've already engaged KH enough for one day (more to come, I'm sure). But yeah, I called you out because, frankly, I don't know who the **** Perfection is.

How about a more thorough knowledge of the guns that come in to this country, perhaps by putting a bit more financial support into our Coast Guard. Better knowledge of those who solicit guns is needed. This can come as a result of better regulation.

Of course I would like to see what his previous convictions were for. But if he goes from non-violent felon pre-incarceration to violent felon post-incarceration, what does that say about America's jails? And is there a way to fix it?

On this, we totally agree. I remember DinoDoc *****ing about how you don't rehab prisoners, you punish them. But does that really help, or does it harm, society in general, especially regarding non-violent felons, if that is the case here?
